How can we improve payment to subcontractors in the DMV?  Owners hold the key to faster payment.  The region’s major owners/developers will address payment to subcontractors.  Gain insight into the payment process from an owner’s perspective and see how you can influence faster payment.

  • Why can’t subs use mobilization costs to finance the job?
  • Do current systems, like Primavera, help or hinder subcontractor payment?
  • How does a poor performing subcontractor influence payment by an owner?
  • Is there any way for subcontractors to get up-front costs covered by the owner?

Julia Hodge, 
Vice President, Supply Chain Management, Metropolitan Washington Airports Authority
Ms. Hodge is Vice President for Supply Chain Management, responsible for the Airports Authority’s Procurement and Contracts and Supplier Diversity functions.  She joined the Airports Authority in September 2009 and held leadership positions in the Office of Finance, Office of Audit, and Office of Corporate Risk and Strategy, where she served as Deputy Vice President responsible for organization-wide governance, compliance, and strategic planning.  Ms. Hodge was an auditor and management consultant with PricewaterhouseCoopers, LLP for ten years prior to joining the Airports Authority.  A Certified Public Accountant in the Commonwealth of Virginia, she is a graduate of Boston College (B.S., Accounting, 2000) and Georgetown University (E.M.L., 2012).


Matt Haas, Sr. Vice President, Director of Construction Operations, JBG SMITH

Matt Haas has been in the construction industry for over 24 years.  Most of his career was spent leading projects in the Washington Metropolitan region for a large general contractor and oversaw such projects as CityCenterDC, Nationals Park, and The Wharf’s first phase.  In 2019, Matt made a career move to the Owner/Developer side to work for JBG Smith, a publicly owned Real Estate Investment Trust where he oversees the Construction Operations for the firm.  Matt received a B.S. in Building Construction at Virginia Tech.


Eric Wayne, Vice President of Construction, AvalonBay Communities

Mr. Wayne is responsible for the overall construction operations in the Mid‐Atlantic region consisting of Virginia, Maryland and the District of Columbia providing leadership, project strategy and direct management of projects from concept though final project acceptance.  He has over 29 years of industry experience directing various types of large residential, retail, and commercial projects.  Eric earned his Bachelor of Science Degree in Civil Engineering from Pennsylvania State University.  He is a registered Professional Engineer in the Commonwealth of Virginia, a previous Certified Cost Engineer, and a Project Management Professional.

 Paul Elias, Executive Vice President Construction, Redbrick
Mr. Elias has over 38 years of experience in commercial and residential construction including 27 years in the Metropolitan Washington Area. At Redbrick LMD, Mr. Elias’s main responsibilities encompass all aspects of Preconstruction and Construction: assisting in and managing the design process, permitting, budgeting, scheduling, procurement, contract negotiation and construction management for all projects for Redbrick LMD located in the Washington, DC area. Prior to joining Redbrick, Mr. Elias was the Senior Vice President, Director of Construction for JBG SMITH, formerly JBG, where he managed a large team of construction professionals to complete over 80 ground up developments valued at $4.5 billion. Mr. Elias was the 2018 Chairman of the Board of the Associated Builders and Contractors of Metro Washington and presently serves as past chairman.
