Joe Averza, Chief of Purchasing, Gilbane Building Company

Joe has over 30 years of demonstrated heavy civil and commercial building experience managing various private/public sector projects.
Management responsibilities included administering and directing all phases of construction operations, overseeing design development, constructability, preconstruction, cost estimating, contract negotiations, financial projections, job cost accounting, project scheduling, as well as settling claims through the litigation process.
 

Jay Johnson, Chief Purchasing Agent, Gilbane Building Company

Jay has worked with Gilbane for a little more than 20 years in various positions in Operations, Preconstruction and Purchasing.


Andy Cook, Partner, K&L Gates
Andrew N. Cook concentrates his practice in litigation with a focus on government contracts, real estate and construction. He has 29 years of litigation experience in federal and state courts and has also practiced before the Court of Federal Claims. He has handled a myriad of construction, real estate and commercial litigation, bid protests before the Comptroller General of the General Accounting Office, and handled cases before various federal boards of contract appeal, state courts and courts of appeal. Mr. Cook regularly represents owners, developers, general contractors, subcontractors, suppliers, and sureties in real estate and mechanic’s lien litigation in the District of Columbia, Virginia and Maryland. 


Lauren McLaughlin, Partner, Smith Currie

Lauren McLaughlin is a partner in the Tysons, Virginia office of Smith Currie. Prior to joining Smith Currie, Lauren was a founding partner of BrigliaMcLaughlin, PLLC, a law firm devoted exclusively to construction industry and surety clients. For over a decade, BrigliaMcLaughlin, PLLC was a recognized leader in construction law. Lauren has successfully tried dozens of complex cases in state and federal courts throughout Maryland, Virginia, Pennsylvania, New York, and the District of Columbia, as well as before arbitral panels, administrative boards and boards of contract appeals.

 


Brett Harton, VP, Construction, Foulger-Pratt
As Vice President of Construction, Brett Harton oversees all construction operation, from initial integration with the development team during the acquisitions and preconstruction phases, through project completion and turnover to property management. Mr. Harton has over 25 years experience in the industry and has worked for Foulger-Pratt for over 15 years, providing his expertise and knowledge on a wide range of projects. Mr. Harton holds a Bachelor of Science in Construction Management from the University of North Florida.
